Steeping vs. Ma****ng

What's the difference between steeping and ma****ng?  In a recipe, it's 
stated to mash at 150 degrees, for example.  So the grain is sitting in 
water and the mash sits at 150 degrees. To steep the grain, put it in a 
grain bag and dunk it in 150 degree water for 10 minutes or so.  The 
only difference I see is time the grain is in water.  So, what is the 
difference between the two?
