Wyeast 1008 in Munton's Wheat

I pitched Wyeast 1008 activator (German ale) into 6.6lbs Munton's Wheat 
boiled wort (2 gal total) + 3 gal cold water around 22 hours ago.  I 
forgot to let the yeast sit for 3 hours (I gave it 1.5 hours), and then 
pitched it after I poured the cold water into my carboy.  I'm not 
noticing any activity.

I don't think the wort was too hot.  At that point, the yeast probably 
was around room temperature (probably somewhere under 80 degrees) and 
the wort seemed lukewarm.

When the yeast package was ****pped to me, it was a particularly hot day 
and the package seemed noticeably overheated (not too hot to touch, 
obviously, but not good for something that you expect wants 
refrigeration).  Could that have caused the problem?

It's my first time with Wyeast, so I don't know if I should be concerned 
yet or not.  I smacked the package according to the instructions, and it 
  seemed the inside nutrient bag broke.  I never noticed any swelling of 
the bag, but maybe 1.5 hours wasn't long enough?  But 20 hours with no 
activity noticeable in the airlock does seem a bit long.  Any ideas?
