inconsistent carbonation

I have a batch I bottled June 8. Some bottles are well carbonated
(enough to fizz over when I pull off the cap), while others have
no carbonation at all. I tried opening bottles and putting in pinches
of corn sugar on July 2, but it doesn't seem to have helped yet. I
suspect the problem was that I didn't mix well enough when I primed. A
second batch brewed with the same recipe carbonated fine. If another
week or two goes by and I still have no carbonation, what's my best
bet? Pour them all out into a bucket, add more priming sugar, pitch more
yeast, and rebottle?
