Flaked wheat

ALL,
Here is a question on flaked wheat.  Everything I read says that it is 
unmalted and add ..5-2lbs per 5gal batch in the mash.  So my question is
do 
you need to do a step infusion to really get the most bag for the buck 
(since it is unmalted), or if by keeping the amount under the 2lbs per 5
gal 
be enough to convert this with a single infusion mash?

So I was thinking of using it to make a Belgian wit with this grain bill:

12lbs pale 2 row
8 lbs white wheat
4lbs flaked wheat

Any info or suggestions welcome and this will be for a 13.0 gal batch.
