Aroma and flavor hops

Hi,

I'm looking at making an Altbier later this year and I've picked up a
nice little book on the beer by Horst Dornbusch.

I have only one problem understanding the process he's laid out, which
is do I keep the flavor and aroma hops in when I transfer to the
fermenter? I'm going to use pellets for the boil, which will come out
when I strain the beer into the fermenter. I had planned on using
bagged flavor hops at flame out and stir them in for a minute or two
before I chill the wort. I was then going to add another bag of aroma
hops as I get down to about 30 =B0C.

Once I have reached my target temperature of 20=B0C and pour into the
fermeter, should I pick out the bags from the sieve and pop them into
the fermenter or will they have done their job by then?
